The Business of Torture

On January 16, 2009, the European Court of Human Rights agreed - more than two years after the applications have been filed - to understand six cases filed before Chechens against Russia. The claimants accuse the Russian military of torture and careless killings. The Court has ruled in the past against the Russian Federation and awarded assorted plaintiffs thousands of euros per case in compensation.

As awareness of human rights increased, as their acutance expanded and as modish, many times authoritarian polities, resorted to torture and stifling - weak rights advocates and non-governmental organizations proliferated. It has become a business in its own privilege: lawyers, consultants, psychologists, therapists, law enforcement agencies, scholars and pundits tirelessly hawk books, seminars, conferences, therapy sessions after victims, court appearances and other services.

Human rights activists object usually countries and multinationals.

In June 2001, the Ecumenical Labor Rights Fund filed a lawsuit on behalf of 11 villagers against the American fuel behemoth, ExxonMobile, for “abetting” abuses in Aceh, Indonesia. They so-called that the friends provided the army with equipment for digging horde graves and helped in the construction of interrogation and torture centers.

In November 2002, the law dense of Cohen, Milstein, Hausfeld & Striking joined other American and South African law firms in filing a complaint that “seeks to judge businesses top looking for aiding and abetting the apartheid regime in South Africa … unnatural labor, genocide, extrajudicial killing, torture, carnal blitz, and forbidden internment”.

Among the accused: “IBM and ICL which provided the computers that enabled South Africa to … control the starless South African population. Jalopy manufacturers provided the armored vehicles that were hand-me-down to watch over the townships. Arms manufacturers violated the embargoes on sales to South Africa, as did the fuel companies. The banks provided the funding that enabled South Africa to inflate its patrol and security apparatus.”

Charges were leveled against Unocal in Myanmar and dozens of other multinationals. In September 2002, Berger & Montague filed a importance action grouse against Noblewoman Dutch Petroleum and Husk Transport. The lubricator giants are charged with “purchasing ammunition and using … helicopters and boats and providing logistical support an eye to ‘Functioning Restore Categorization in Ogoniland’” which was designed, according to the law stable, to “terrorize the civilian inhabitants into ending undisturbed protests against Chassis’s environmentally unsteady oil research and extraction activities”.

The defendants in all these court cases strongly do a moonlight flit any wrongdoing.

But this is only undivided facet of the torture business.

Torture implements are produced - mostly in the West - and sold frankly, as often as not to indecent regimes in developing countries and steady through the Internet. Hi-tech devices throng with: sophisticated electroconvulsive stun guns, meticulous restraints, reality serums, chemicals such as bespeckle gas. Export licensing is invariably least and non-intrusive and fully ignores the industrial specifications of the goods (looking for event, whether they could be fatal, or merely levy cramp).

Amnesty Worldwide and the UK-based Omega Founding, found more than 150 manufacturers of stun guns in the USA alone. They physiognomy burly striving from Germany (30 companies), Taiwan (19), France (14), South Korea (13), China (12), South Africa (nine), Israel (eight), Mexico (six), Poland (four), Russia (four), Brazil (three), Spain (three) and the Czech Republic (two).

Divers torture implements pass help of “off-shore” rig out networks in Austria, Canada, Indonesia, Kuwait, Lebanon, Lithuania, Macedonia, Albania, Russia, Israel, the Philippines, Romania and Turkey. This helps European Synthesis based companies circumvent legal bans at home. The US administration has traditionally turned a blind fondness to the ecumenical trading of such gadgets.

American high-voltage electro-shock numb shields turned up in Turkey, discombobulate guns in Indonesia, and electro-shock batons and shields, and dart-firing taser guns in torture-prone Saudi Arabia. American firms are the dominant manufacturers of numb belts. Explains Dennis Kaufman, President of Discombobulate Tech Inc, a US producer of this modernization: ”Excitement speaks every jargon known to man. No forwarding necessary. Everybody is weak-kneed of intensity, and rightfully so.” (Quoted via Amnesty International).

The Omega Foundation and Amnesty be entitled to that 49 US companies are also critical suppliers of automatic restraints, including leg-irons and thumbcuffs. But they are not alone. Other suppliers are create in Germany (8), France (5), China (3), Taiwan (3), South Africa (2), Spain (2), the UK (2) and South Korea (1).

Not surprisingly, the Commerce Concern doesn’t retain sticker on this grouping of exports.

Nor is the spondulicks sloshing about negligible. Records kept at the beck the export command commodity crowd A985 exhibit that Saudi Arabia alone spent in the Connected States more than $1 million a year between 1997-2000 merely on jolt guns. Venezuela’s bill exchange for shock batons and such reached $3.7 million in the changeless period. Other clients included Hong Kong, Taiwan, Mexico and - surprisingly - Bulgaria. Egypt’s notoriously brutal services - already well-equipped - knackered a mere $40,000.

The United States is not the no more than culprit. The European Commission, according to an Amnesty Ecumenical despatch titled “Stopping the Torture Truck” and published in 2001:

“Gave a property reward to a Taiwanese electro-shock baton, but when challenged could not cite display as to independent safe keeping tests repayment for such a baton or whether member states of the European Combination (EU) had been consulted. Most EU states bring into the world banned the inject of such weapons at cosy, but French and German companies are silence allowed to gear up them to other countries.”

Torture mastery is very much proffered alongside departed soldiers, agents of the security services made roundabout, retired policemen and equable rogue medical doctors. China, Israel, South Africa, France, Russia, the Common kingdom and the Collective States are founts of such advantageous familiarity and its propagators.

How essential torture is was revealed in September 1996 when the US Concern of Defense admitted that ”brains training manuals” were used in the Federally sponsored Disciples of the Americas - one of 150 such facilities - between 1982 and 1991.The manuals, written in Spanish and used to progression thousands of Latin American safe keeping agents, “advocated technique, torture, beatings and extortion”, says Amnesty International.

Where there is insist on there is supply. Willingly prefer than give someone the cold shoulder the discomfiting reason, governments would do equably to legalize and superintend it. Alan Dershowitz, a notable American crooked defense attorney, proposed, in an op-ed article in the Los Angeles Times, published November 8, 2001, to legalize torture in farthest cases and to own judges affair “torture warrants”. This may be a basic departure from the considerate rights tradition of the civilized world. But dispensing export carefully reviewed licenses recompense dual-use implements is a different concern entirely - and protracted overdue.
